The challenge was two-fold: 1)The newly formed Rio South Texas Economic Council (RSTEC) brought together economic development organizations throughout the four southernmost counties in Texas, all which had a long history of competing with each other verses collaborating to promote the region as a whole. For the first time these disparate municipalities and organizations needed to work together to promote a very diverse region that included border cities in Mexico. 2)Because it was a newly formed regional coalition, there was a lack of awareness of the region among businesses and site selection consultants.
